EASTERN GOLDFIELDS COMBINED SCHOOL SPORTS ASSOCIATION CONSTITUTION
1 NAME:
1.1 Eastern Goldfields Combined School Sports Association. Short title — the letters EGCSSA shall be used
2 OBJECTS
2.1 To arrange annual swimming, athletics and lightning carnivals, and Interschool sports competitions and In-term swimming
2.2 To liaise with local sporting associations
2.3 To promote fair play and maximum participation in all sporting events
3 POWERS
3.1 To do all such things as are incidental or conducive to the attainment of the objects of the association on anyone of them.
3.2 Carnivals will be rotated annually, with each school only organising one in a year (SEE ROTATION SYSTEM AND ATTACHMENT C). Carnivals include swimming, cross country, Lightning Carnival (Winter and Summer) Athletics.
3.3 Bylaws as attached, re all carnival rules, awards, equipment, school colours, etc
4 MEMBERSHIP
4.1 The association shall comprise of a delegate from schools in the Eastern Goldfields District and any other school subsequently admitted
4.2 At least five delegates must be present to form a quorum
4.3 Only the delegate (or proxy) may vote at meetings, although others may be present and may speak with the permission of the majority of the delegates
4.4 Members from the sporting community can be invited to attend meetings acceptable to the committee for terms thought appropriate,
4.5 Delegates from Government and Non-Government schools.
5 MANAGEMENT
5.1 Office bearers will be elected at the first meeting of the year
5.2 Office bearers include -
President — The PR person who speaks on behalf of committee and knows history of association. Roles include running the meetings. The President’s school will be responsible for storing and distributing information boxes to school organizing carnivals These will be distributed at the first meeting and should be handed back at the end of each event
Secretary — The role is to take minutes and distribute minutes before next meeting. Agendas need to be sent to Executive Officer to distribute to schools before meetings. Executive Officer—This role is to deal with the before and after of the meetings and any actions that require addressing from the meeting. This role is to also establish communication between the Administrators Association and the, EGCSSA.
5.3
Operations Manager (District Office) - responsible for in-term swimming.
6 MEETINGS
6.1 Attachment A - Annual schedule of events. Outlines basic agenda for all meetings throughout the year. A specific agenda for each meeting must be used for all meetings.
6.2 Attachment B — Order of Business. Outlines the meeting format to be used.
6.3 Meetings will be held twice a term in weeks 3 and 7.
6.4 Venue of meetings will be determined at each meeting for the next. Most meetings are held at the Goldfields District Education Office.
6.5 Meetings will be held on the Thursday of the allotted week at 2.OOpm.
6.6 Agenda Protocol — Agenda items must be directed to Executive Officer 10 days before meeting i.e. the Monday of the week before The Executive Officer will then collate agenda items and distribute to all Principals in the Goldfields District by Wednesday. Principals can then discuss items and issues with their EGCSSA delegate. 6.7 Minutes of Meeting Protocol — The secretary shall distribute minutes following each meeting to all EGCSSA delegates and to all Principals
6.8 Special Meetings — The President: shall have, the power convene special meetings if circumstances warrant
6.9 Decisions of the committee are to be made by consensus rather than by formal vote to ensure maximum commitment.
7 CHANGE OF CONSTITUTION
7.1 The constitution, rules and bylaws may be amended by a simple majority at any meeting. Fourteen days notice must be given to all delegates and Principals
7.2 There be a Review of the Constitution, rules and bylaws at the final meeting each year. Ratification on proposed changes to take place at the first meeting of each year.
8 FIRST AID
8.1 It is the responsibility of the organizing school to cater for first aid. Schools will be required to book St John’s Ambulance This will need to be done at least a month in advance. Organising school must supply lunch for the volunteers.

GROUNDS
The organising schools shall set the venue for the carnivals. Carnivals organised by schools in Kambalda, Coolgardie can be staged in their towns if suitable facilities exist
NOTE: The Cross Country Carnival will be held exclusively at Centennial Park
Kalgoorlie from 2002 onwards
All equipment and materials necessary for marking out the grounds shall be provided by the organising school, which may hire a public address system for use at the carnivals
Costs will be divided between all schools plus a transportation subsidy (see transportation subsidy)
AWARDS
Place ribbons shall be awarded for 1st, 2nd 3rd and 4th places
Medals for Championship Competitions will be awarded to
Year 7 Champion Boy/Girl
Year 6 Champion Boy/Girl
Year 5 Champion Boy/Girl
Year 4 Champion Boy/Girl
Year 3 Champion Bo7/Girl(Athletics only)
and runner-up in the above events
Championship events include: Yr 6/7— 100m, 800m, Long Jump, 200m
Yr 3/4/5 — 80m, 800m, 200m, Long Jump
Yr 1/2 — 50m
In the event of a “Dead Heat” — two medals will be presented.
Championship events are all A Division Year events. If more than one division.
SHIELDS
That pennants in Athletics and Swimming be awarded to:
(a) Champion School in Pool A and Pool ‘B
(b) Meritorious School
* It will not be possible for one school to win both awards.
LIGHTNING CARNIVAL AWARDS
Awards for Lightning Carnivals shall be presented to the winner of all sports and all grades involved
INTERSCHOOL NETBALL & FOOTBALL COMPETITIONS
Awards shall be presented to the team that has accumulated the most points. Points are allocated as follows,
(a) Win 3 points
(b) Draw = 3 points to each team
(c) Sportsmanship = each team can receive up to 3 points for sportsmanship, regardless of result of the fixture.
Points are allocated by umpire of games
Eagles Cup
Schools that have a suitable football pitch shall make it available for games to be played there throughout the competition.
Bus charges shall be divided equally between all participating schools.
If travelling to Kambalda then own transport needs to be catered for. This bus charge shall not be added to the total of bus hire for the competition.
The organising school needs to arrange with the bus company for all schools bookings to be directed towards their school for payment. The organising school then needs to divide the final invoice amount equally between all participating schools.
If a school does not have a suitable ground for playing on then they will be expected to travel each week to schools who do have suitable grounds.
If umpires are not available from local high schools then the home team will need to provide a suitable umpire. The umpire needs to be an adult.
Fever Cup
All Fever Cup matches are to be played at the Oasis netball courts.
All schools need to find their own transport to the courts from their school.
Each team must supply 1 adult umpire per team entered.
Teams ability levels need to be divided equally between all teams. This allows for maximum enjoyment and participation.
Teams must consist of Year 7 students. If smaller schools do not have enough Year 7 to make up the teams then they are allowed to pick Year 6 students to take part.
The competition is about enjoyment and maximum participation for all students.
Organising school (football) has option to attend Eagles Cup games in Perth. If unable to attend the matter will be referred back to EGCSSA committee to decide replacement, if any.
COMPETITORS EQUIPMENT
All equipment used by competitors shall be coordinated and organised by competing schools
ENTRIES
Completed nomination forms must be submitted to the organising school 7 days prior to a carnival where possible.
All events must be nominated for by schools having eligible competitors.
Organising schools are to allocate duties for their particular carnivals where appropriate. Each school can be represented by only one competitor in each division excluding relays and team games.
AGES
Children will compete in the year level they are currently in at school however, a student in a lower level may compete in team events in years above his/her age group provided it is not to the exclusion of students in that higher year level. Competitors may only compete in one relay race or team game
For year races and jumps, children may compete only in their own year grouping, unless a majority of delegates decide otherwise before any carnival,
COMPETING IN WRONG EVENTS
Should a competitor gain any place in an event for which he or she is not eligible to compete, the other competitors who gamed places should retain their priority order
MERITORIOUS COMPETITION
The Meritorious Pennant/Shield will be presented to the school that demonstrates the greatest overall percentage increase in total score from the previous year’s performance
* Percentages are based on total scores, not scores available to each school.

STARTING
Athletics: Starting commands for all events except field events will be “On your Mark, Set Go”
Swimming: There are for methods, all start with the precautionary “Take your Mark”, 1 Hooter, 2. Blast of Whistle, 3. Word of Command, 4. Electric Hooter, or as determined by the Referee.
FINISHES
In Athletics events the winners, second, third and fourth place getters shall be those who cross the line with any part of their bodies, exclusive of hands, but no competitor shall be considered to have finished unless his or her whole body shall have passed the finishing line.
In Swimming events a competitor must touch the board to finish.
In breast stroke events competitors must touch with both hands.
In back stroke events competitors must not roll over to touch.
In Swimming events all finishes will be at the shallow end,
JUDGES
There will be four judges, one to select first, one to select second, one third and one fourth. A Chief Judge will be appointed for all Athletics and Swimming Carnivals, this judge will be from the organising school,
ANNOUNCER
There will be an announcer used at all carnivals, this announcer will be from the organizing school,
TIME KEEPERS
Two timekeepers shall time first place in every championship event — the average time to be recorded,
SCORING
All Year Races 5 3 2 1
Relay and Team Games 10 6 4 2
Dead Heats — If two competitors tie for a place the points for that position and the next place be divided among the “Dead Heaters” This also includes champion points for individual awards
MEETINGS
To be held on Thursdays (2.OOpm) of weeks 3 and 8 of each term— with the provision for an Extra-Ordinary Meeting called as necessary
TRANSPORTATION SUBSIDY.
To help cover the cost of transport for the Kambalda and Coolgardie Schools, an addition $50 will be added to the bill of all schools in the Kalgoorlie area (8 schools) This will be allocated using the following formula;
3/8’s ($150) Kambalda Primary, 3/8’s ($150) Kambalda West District High School, ¼ ($100) Coolgardie Primary
• Note this subsidy will not be charged to schools if there are 2 or more carnivals held outside of Kalgoorlie in a school year. The Travel Subsidy will not be added to the cost for Kalgoorlie schools for a carnival held out side of Kalgoorlie
• NOTE Kambalda schools sometimes receive free bus travel from the mining industry. If this is the case the Physical Education Co-coordinator for these schools should notify the organising schools and the travel subsidy shall be void for that carnival.
POOL A-POOL B
For Athletics and Swimming Carnivals, schools have been divided into 2 pools, in which schools compete separately against from their Pool. There are currently 6 schools in Pool A and in Pool B. Places in these pools are determined by the results of the previous year’s carnival.
The first place in Pool B is promoted into Pool A and the last place in Pool A is demoted to Pool B.
Changed in 2003 for 2004 to permanent Pools see previous information stating pools. Will be reassessed at the end of the 2006 school year.
CROSS COUNTRY
All schools compete against each other for the champion’s trophy, there are no separate Pools. Teams consist of 3 boys and 3 girls from each Year level from Years 4 to 7. Points ate award for the Champion School for the first 12 place getters in each race, awarding 12 points for the 1st place getter, down to 1 point for the 12th place getter.
This carnival will be held at Centennial Park in Kalgoorlie
GOLDFIELDS TENNIS CHALLENGE
• Began in 2002 with North Kalgoorlie playing O’Connor
• Expanded in 2003 to include all schools wishing to nominate (5 schools)
• Held at the Marshall St courts
• Court hire donated by the tennis club
• Medallions and trophy supplied by Tennis West Goldfields division (3 singles male 3 singles female and 6 mixed doubles)
• Hopman cup format 3 boys and 3 girls, each play in a singles competition and a mixed doubles competition
• Trophy is awarded to school scoring the most points over all matches (2 points for a win, 1 point for a draw)
• Won in 2003 by St Mary’s
INTERSCHOOL SPORT
Interschool sport will be conducted for a 5 week period in Term 2 Netball and Football are the two sports that have been selected to play The two schools* who are responsible for coordinating these two sports at the Lightning Carnival ( see Lightning Carnival Roster) will co-ordinate the Interschool Sport
Individual schools will be responsible for providing one umpire for each team they have nominated in these sports.
• Note: If a school who is organising either Netball or Football at the Lightning Carnival is not participating in Interschool Sport, another school will need to volunteer to coordinate.
LIGHTNING CARNIVAL
The Lightning Carnival consists of 5 sports; Football, Netball, Basketball, Minkey & Soccer. Schools have been separated into 2 Pools which remain the same (unless school enrolments in Years 4 —7 change dramatically)
Pool A — St Mary’s, Nth Kalgoorlie, Sth Kalgoorlie, 0’ Connor, Kambalda West DH & Hannans.
Pool B — Kambalda, Boulder, Kalgoorlie, Coolgardie, St Joseph’s, Baptist College and the Lands schools.
The Lightning Carnival is organised by one school from the Pool (see Lightning Carnival Roster) which is responsible for organising Pennants, Grounds / Marking, Fixtures, Equipment. Five other schools are responsible for co-coordinating the individual sport. It is their responsibility to organise umpires for their sport and to collect and tally results on the day.

STARTING
Athletics: Starting commands for all events except field events will be “On your Mark, Set Go”
Swimming: There are for methods, all start with the precautionary “Take your Mark”, 1 Hooter, 2. Blast of Whistle, 3. Word of Command, 4. Electric Hooter, or as determined by the Referee.
FINISHES
In Athletics events the winners, second, third and fourth place getters shall be those who cross the line with any part of their bodies, exclusive of hands, but no competitor shall be considered to have finished unless his or her whole body shall have passed the finishing line.
In Swimming events a competitor must touch the board to finish.
In breast stroke events competitors must touch with both hands.
In back stroke events competitors must not roll over to touch.
In Swimming events all finishes will be at the shallow end,
JUDGES
There will be four judges, one to select first, one to select second, one third and one fourth. A Chief Judge will be appointed for all Athletics and Swimming Carnivals, this judge will be from the organising school,
ANNOUNCER
There will be an announcer used at all carnivals, this announcer will be from the organizing school,
TIME KEEPERS
Two timekeepers shall time first place in every championship event — the average time to be recorded,
SCORING
All Year Races 5 3 2 1
Relay and Team Games 10 6 4 2
Dead Heats — If two competitors tie for a place the points for that position and the next place be divided among the “Dead Heaters” This also includes champion points for individual awards
MEETINGS
To be held on Thursdays (2.OOpm) of weeks 3 and 8 of each term— with the provision for an Extra-Ordinary Meeting called as necessary
TRANSPORTATION SUBSIDY.
To help cover the cost of transport for the Kambalda and Coolgardie Schools, an addition $50 will be added to the bill of all schools in the Kalgoorlie area (8 schools) This will be allocated using the following formula;
3/8’s ($150) Kambalda Primary, 3/8’s ($150) Kambalda West District High School, ¼ ($100) Coolgardie Primary
• Note this subsidy will not be charged to schools if there are 2 or more carnivals held outside of Kalgoorlie in a school year. The Travel Subsidy will not be added to the cost for Kalgoorlie schools for a carnival held out side of Kalgoorlie
• NOTE Kambalda schools sometimes receive free bus travel from the mining industry. If this is the case the Physical Education Co-coordinator for these schools should notify the organising schools and the travel subsidy shall be void for that carnival.
POOL A-POOL B
For Athletics and Swimming Carnivals, schools have been divided into 2 pools, in which schools compete separately against from their Pool. There are currently 6 schools in Pool A and in Pool B. Places in these pools are determined by the results of the previous year’s carnival.
The first place in Pool B is promoted into Pool A and the last place in Pool A is demoted to Pool B.
Changed in 2003 for 2004 to permanent Pools see previous information stating pools. Will be reassessed at the end of the 2006 school year.
CROSS COUNTRY
All schools compete against each other for the champion’s trophy, there are no separate Pools. Teams consist of 3 boys and 3 girls from each Year level from Years 4 to 7. Points ate award for the Champion School for the first 12 place getters in each race, awarding 12 points for the 1st place getter, down to 1 point for the 12th place getter.
This carnival will be held at Centennial Park in Kalgoorlie
GOLDFIELDS TENNIS CHALLENGE
• Began in 2002 with North Kalgoorlie playing O’Connor
• Expanded in 2003 to include all schools wishing to nominate (5 schools)
• Held at the Marshall St courts
• Court hire donated by the tennis club
• Medallions and trophy supplied by Tennis West Goldfields division (3 singles male 3 singles female and 6 mixed doubles)
• Hopman cup format 3 boys and 3 girls, each play in a singles competition and a mixed doubles competition
• Trophy is awarded to school scoring the most points over all matches (2 points for a win, 1 point for a draw)
• Won in 2003 by St Mary’s
INTERSCHOOL SPORT
Interschool sport will be conducted for a 5 week period in Term 2 Netball and Football are the two sports that have been selected to play The two schools* who are responsible for coordinating these two sports at the Lightning Carnival ( see Lightning Carnival Roster) will co-ordinate the Interschool Sport
Individual schools will be responsible for providing one umpire for each team they have nominated in these sports.
• Note: If a school who is organising either Netball or Football at the Lightning Carnival is not participating in Interschool Sport, another school will need to volunteer to coordinate.
LIGHTNING CARNIVAL
The Lightning Carnival consists of 5 sports; Football, Netball, Basketball, Minkey & Soccer. Schools have been separated into 2 Pools which remain the same (unless school enrolments in Years 4 —7 change dramatically)
Pool A — St Mary’s, Nth Kalgoorlie, Sth Kalgoorlie, 0’ Connor, Kambalda West DH & Hannans.
Pool B — Kambalda, Boulder, Kalgoorlie, Coolgardie, St Joseph’s, Baptist College and the Lands schools.
The Lightning Carnival is organised by one school from the Pool (see Lightning Carnival Roster) which is responsible for organising Pennants, Grounds / Marking, Fixtures, Equipment. Five other schools are responsible for co-coordinating the individual sport. It is their responsibility to organise umpires for their sport and to collect and tally results on the day.
